dental decompensation?

Why do Oral Surgeons want an Orthodontist to create a huge overbite or underbite prior to orthognathic surgery?
Why can't they perform this if the teeth have no malloclusion? All I've read is that it affects the stability of the bony movements and creates constraints for the surgeon.
