didn't know they operated on such young patients, i was told - or under the impression at least - that patients couldn't have surgery until their bones had fully grown.

I think in cases like these, the surgeons overcorrect in anticipation of future growth. For instance, her chin is several millimeters ahead of where A/G usually put it. Arnett mentioned this a few times in his textbook.
