Yeah they're laterally prominent. But they're not very attractive because of the narrow temporalis region. The good "prominent cheekbones" many male models have is in combination with a wide forehead / developed temples.
Zygomatic arch =! cheekbones per se.
Prominent cheekbones would include how high they are on the face as well as how forwardly projected. He appears to lack both of these. Therefore he does not have prominent cheekbones in my opinion.
That said, good arch width = wider face = more attractive. So it's not all bad
