Sarpe on narrow jaws if same length?

I have been to see an orthodontist yeaterday who had told me all my posterior teeth are torqued she says she can put them back to the correct position which is a relief.  Both my upper and lower jaw are narrow, ideally i would have sarpe and osteogenesis distraction to widen the upper and lower jaw, being in the uk this isn't going to happen

My question is, is it possible to use sarpe to widen the the upper jaw surgically and expand the lower jaw orthdontically if the jaws are the same length to begin with or would this just make everything worse?

Widening the lower jaw with orthodontics is highly unstable according to two orthos i have talked to.

Sorry i didn't make my self clear,the plan would be to open the suture and expand the upper jaw with sarpe the lower dental arch would be expanded with Damon braces, this would  be very low light forces to stop there being any tilting of the lower teeth. It wouldn't be the lower jaw being widened it'd be the lower dental arch
