Insurance preauth questions

I have an open bite which will require a two jaw surgery to correct. My orthodontist says I will be ready for surgery in 6 weeks (also models will be taken at that time and sent to my surgeon). When I informed my surgeon's office, they said they would need those models in order to start the insurance preauth process. Does this sound right? Knowing how long insurance can take to respond, I would prefer to start the preauth process ASAP instead of in 6 weeks. Shouldn't the current set of models and photos be sufficient for the insurance company to make a judgment on authorization?
